Individual Privacy vs. National Security

National Security has taken a new shape after the events of September 11, 2001, that is why I have selected the topic of Individual Privacy vs. National Security. I have selected this topic because of the amount of attention that has brought to this topic over the last ten years. There are many issues that the American people have with the government pushing what people believe cross privacy bounds thus causing court cases forcing policy changes. The ruling in the courts will affect how our government is able to gather information on possible terrorist threats while trying to keep the people’s rights protected. I plan on limiting the research by looking at key events that really have sparked the American people to uproar at the U. S. government. In looking at they more key events it will help to cut down the amount of hits that I will get in a search engine. The idea is that if certain issues really fire up the people then how will future bills or laws passed by the government be affected by pass rulings in the courts. In my paper I plan on looking into the Patroit Act and how this really affects what the government is allowed to do when they think someone is involved in terrorist acts. Also the other hot topic is that right now the government really does not need a warrant to track your cell phone using the different GPS signals. These are two of the biggest issues that could really help to shape current policy that the government uses to track people of interest. I am taking the side that there are times that the people of America need to give up some of their rights so that the government can protect them. It is a give and take relationship so there are times that both sides must find a common ground. Yet, there are times that the governments needs to have the ability to protect our national security at all cost.

Mobile Device Application Essay

Java ME, in particular MIDP and CLDC specifications and Mobile device hardware Java is also referred to as a programming environment oriented to the server and it is based on a number of technologies which constitutes the Java 2 Enterprise Edition (J2EE). Such technologies include servlets, JavaServer pages (JSPs), and Enterprise JavaBeans (EJBs). Nowadays, Java is officially known as Java 2 platform and it is divided into three distinct editions: Java 2 Enterprise Edition (J2EE), Java 2 Standard Edition (J2SE), and Java 2 Micro Edition (J2ME). Java 2 Micro Edition (J2ME) has three concepts, namely profiles, configurations, and optional packages. All of them determine Java features applicable, available application programming interfaces, and the form in which applications are packaged. J2ME has two configurations: Connected Limited Device Configuration (CLDC) and Connected Device Configuration (CDC). CLDC is designed for mobile devices with slow processors (Enrique & Eric 2001 pp. 28- 45). There are two versions of CLDC: versions 1. 0 and 1. 1. CLDC specifies the ability of Java virtual machine, a small subset of J2SE 1. 3 classes, and a set of application programming interfaces for output/input which is also called Generic Connection Framework. However, CLDC is limiting programming platform as it does not specify the user interface classes. Hence, alternative classes that are defined by J2ME profile are required and such include MIDP to accomplish anything substantial. Java runtime environments for devices such as pagers, resource-challenged handheld devices, and cell phones is defined by Mobile Information Device Profile (MIDP). MIDP target devices are characterized by ample memory to run its applications, bit-addressable display (96*56 pixels), touch screen, and two-way wireless enhanced networking. There exist two versions of MIDP which are defined by Java Community Process and include Java Specification Request 37 (MIDP 1. 0) and Java Specification Request 118 (MIDP 2. 0). Nevertheless, most of the devices in the market apply MIDP 1. Besides, MIDP 1 does not provide standards for interfacing to the phonebook in a device and synchronization of data. In particular, MIDP specifications are silent in one area: ‘how MIDP applications are loaded onto a device and how they are activated or deactivated’ (Enrique & Eric 2001 pp. 40-68). Record Management System and MIDlet methods Record management system is a key subsystem of the Mobile Information Device Profile and is an application programming interface. Besides, Record Management system provides a persistence on-device data. Therefore, Record Management System acts as the sole facility for storing data locally –record store. Reason being only a couple of mobile devices sustains a conventional system of files. The MIDP Record Management System facilitates a way in which application data is stored to ensure that it persists across MIDlet. Record Management System is a simp0le database with a row comprised of two columns. One is a unique row identifier while the other contains a sequence of bytes that represents record data. Record stores are identified by a special name which consists of 32 characters in every MIDlet suite. There are a number of MIDlets applicable in the record store. First, ReadWrite MIDlet is creates record store, write down records into persistent storage and reads them, and deletes the record store while exiting. This MIDlet has convenience methods which opens, closes, and deletes record stores. Secondly, IntegerSort MIDlet is used to retrieve records and sort them on basis of their integer value within each record. Nevertheless, its codes do not have a distinct difference from the previous MIDlets. The only additional features are ways of ‘extracting appropriate fields, real sorting, and the comparator image class’. Integer Class MIDlet establishes a sort order by different integers and every record passed through has various Java data. Lastly, is the StringSearch MIDlet which enables searching for records in the Record Management System and it also beefs-up the User Interface. In creating a UI, a text filed, form, and two commands are established. Upon activation, all tasks are executed within the CommandAction ( ) method. Consequently, upon request of CmFind command, SearchRecordstore ( ) initiates searching and it involves assigning SearchFilter ( ) class instance which associates it with record enumeration object Enrique & Eric 2001). Visual Studio is nevertheless the most reliable development environment for creating testing, and deploying applications in the Microsoft Windows platform. Besides, this Visual Studio facilitates ample support for the development of Windows Mobile applications. To develop mobile applications, Visual Studio 2005 Edition and Visual Studio Professional Edition are required. Mobile Software Development Kits are freely available but they are dependent on device format and platform. Besides, these Software Development Kits are unique for every every family of Windows Mobile Phone (Enrique & Eric 2001). Google Android is an operating system that serves as a platform for mobile applications. The necessary programming language for Android is Java although it is important for the developer to be knowledgeable in XML. In addition one requires Eclipse IDE and to work in Microsoft Windows, Mac OSX, or Linux environments. Android Software Development Kit comprises of: Developer tools such Android Asset Packaging Tool, Android Debug Bridge, Dalvik Debug Monitor Service; Emulator and system images that represents Android operating system; Documentation Sample Code that contains API programming guidelines; Integrated Development environment Support which uses Eclipse IDE as it has special plug-ins (Android Development Tool –speeds up testing process, enables User Interface, application description, and graphical representations). Location Based Services offers mobile phone users a personalized service in order to establish their current physical location. Location API for J2ME (JSR179) is a generic API used to develop Location Based Services. J2ME Location API specification identifies javax. microedition. location which is a discretionary package that facilitates software developers to write wireless Local Based applications for resource-limited mobile devices. JSR179 entails Connected Device Configuration or CLDC version 1. 1 and the type of hardware platform determines applicable location methods (Enrique & Eric 2001 PP. 20-39). To develop operating system for iphone, one requires working on a Mac OSX computer that runs X code tools. X code is suite that provides support for project management, building executables, code editing, source-level debugging, and performance tuning others. X-code application provides the foundation source-code development environment and besides x-code is the only probable tool to use in creating iphone applications. The Arab Spring got worldwide social, political and media attention due to its characteristics and connectedness with local, regional, and international interests. There is no doubt that social media had an impact on events that had happened in Arab spring, but it is not in the way that many researchers might think. These are confirmed by two individuals whose articles are going to be discussed, namely Malcom Gladwell and Richard Dawkins. Each one of them supports this in a different view. The article â€Å"Small Change† by Malcom Gladwell is about social media and its effect. The article aims to convince the reader that social media does not lead to any social and political changes as one would think. Although the popularity of social media has been increasing tremendously, social media fails when it comes to actual changes. While many researchers might think that social media played an important part in the Arab spring, it was supportive but not exclusively responsible for the events of the Arab spring. Malcom Gladwell offers a very effective argument to clarify why social media is not a sufficiently effective tool used in organizing social or political activism. Based on historical events Gladwell states that in the absence of social media protestors from different events tend to be stronger, more organized, and people have stronger emotional feelings. To make his argument strong, he starts with the Greensboro sit-ins as a solid example. Despite the fact that the protestors were only four college students, it ended up involving a large number of students across the South. This happened despite the fact that there was no social media such as Facebook or Twitter during that time. Then he illustrated the weak-ties that are related to social media and how it leads to high risk of activism. Social media establishes a large network based upon consensus beside a hierarchy, and then he disputes that many activist movements have not succeeded on the large scale when lacking a central author ity and hierarchy. These historical examples not only support his thesis with solid logic, but they draw an intense proof that Civil Rights Movement came without the use of social media. Gladwell shows extensive knowledge and research on the topic as well as the use of countless examples, making his article rhetorically effective and persuasive. He addresses counter-arguments in both the beginning and end of his article, making his article tremendously strong. However, throughout his article, Malcolm Gladwell could have built an indisputable rhetorical argument if he gave more evidence about the Arab Spring. For those countries that had been seeking freedom, especially the Arab spring, social media such as Facebook and Twitter played a major role to bring the news since the majority were not connected due to the lack of access to instruments that they could use to access information. During this time, even the social media in general was suspended. They therefore relied on radio and TV for news and information. Richard Dawkins on the other hand declares in his article that what lies at the heart of every living thing is not a fire, warm breath, not ‘a spark of life’ but information, words and instructions. He says that the cells of an organism comprise of nodes that are richly interwoven communication networks that transmit and receive information. They also codes and decodes the received information. Evolution in itself also embodies on an ongoing change of information between an organism and his or her environment. He says that whenever a person wants to understand life and all the aspect which surround it, one needs to think about information and technology. Human beings have been surrounded by information which is coming from all quarters. The skills of human beings now include Googling and texting. To some extent, it can be agreed that what is being proposed by Dawkins is true to some extent. He says that the rise in technology has led to the change in which people view life. People nowadays view their lives in a very different way. It is true that when technology was invented, its aim as to help improve the lives of the human being. Human beings are now using the technology not to benefit themselves to the extent that they forget their friends. People are more concerned nowadays with what they post in social sites like Facebook and Twitter than the conversation which they carry out with their friends. The overreliance on technology is affecting the society is quite a number of negative ways. When Googling and texting for example which Dawkins is proposing that people are now engaging themselves into, has led to a number of negative results. The students who should be engaging themselves in serious research are no longer doing that. They google whatever information that they are looking for and then present whatever they find as the result. This has led to production of professionals who are themselves amateurs. Copy pasting has been the order of the day (Turkle, 2011: 34). The society is also the social skills which used to be embraced in the olden days. When people meet, they rarely shake hands and this reduces the bond between people. Shaking hands make people share their deepest sentiments with each other. These are activities which are now not being done. They are considered as being outdated. Technology is truly isolating people. Sometimes during the break time, you realize that each and every student in school is attached to their phone. They have no time for the physical friends. They only appreciate the virtual friends whom they have on the social sites. When a person sees the number of followers they have on Twitter and Instagram, they tend to believe that they have the world with them. This might not be the case (Turkle, 2011: 34). Dawkins states that the way in which an idea is spread is not very important. The idea can either thrive in the meme pool or it can dwindle depending on the way in which the idea is perceived at first. An example that he uses is the belief in God. He says the belief has been replicating for now a long time. It has been spread through the use music and art. This is the reason to date, many people believe in the existence of God. This cannot be used to justify the fact that the meme pool is effective. The idea of the meme can only be applied to some elements. There are some people who are also just alive and they do not have the improved technology at their fingertips. They will still get access to the information but at later stages. It can therefore be agreed that even though the technology improves the way in which people interact with one another, it has also affected the manner in which people are interacting. In geographic segmentation, Nestle has divided their market into urban areas (cities) and rural areas (villages). Besides that, Nestle also uses demographic factor to segment its market, it consists on income level and educational level. The income level and educational level can be categorized as low, middle and high level consumers. Apart from that, Nestle uses psychographic factor to differentiate the market. The segmentation variables that Nestle uses are personality, social class and lifestyle. Nestle can groups individuals according to their personalities such as extrovert, self-disciplined or energetic. Nestle divides their customers into low social class, medium social class and high social class. Targeting A target market is a potential market that a company has decides to concentrate its marketing efforts and resources to enter those markets. Nestle segments its market by regions, income level, educational level, personalities, social class and lifestyle. By applying the information and observations that we get, we can simply identify the target market of Nestle. In this case, we found out Nestle focuses on urban areas rather than rural areas. The consumption of Nestle products is often in cities as compared to villages. This may be due to income and educational level. The people in rural area mostly could not afford the products of Nestle as it is considered as luxuries. They do not have strong sense of health consciousness due to educational background. This makes them the less attractive buyers. For segmentation by income level, Nestle has been targeting on those consumer who earn middle income and high income. People will purchase healthy and nutritious food and beverages when they have enough monetary resources to back up them. Those consumers with higher income tend to be the potential buyers for Nestle because they bring most profit into the company. Furthermore, for educational level Nestle tends to pay more attention to those consumers who has an education background. They will be more concern of their health and they will do more to maintain it. The amount of child support cases in arrears would decline if a few things were changed, hopefully providing incentives to pay child support on time and regularly. There are also harsher consequences that could be carried out to prevent future mistakes. There are things being done, but is it enough? As it stands the noncustodial parent can face loss of visitation, probation, and even jail time for none payment of child support. By not enforcing court ordered child support and making examples out of those who are not in compliance, we are sending out a message that child support is more of an option than a legal obligation. Think about the ones who are really suffering here, the children involved. There are many low-income families who are not receiving court ordered child support simply because they cannot afford the legal representation and court costs to fight for what they are legally entitled to. What should be done to start helping in these cases? The Office of the Attorney General Child Support Division is set up to help parents locate non-custodial parents who have not paid their child support. This is a free service; they also help provide the custodial parent with information regarding government programs including: Medicaid, TANIF, Food Stamps, and WIC. They can help you get health insurance if the non-custodial parent is not covering those expenses. The government help is easy to obtain only requiring information that would be easily obtained like proof of income, household members, SSN, expenses, and other personnel information. Janet Adelmans Hamlet Essay -- Essays on Shakespeare Hamlet

Janet Adelman's Hamlet    Janet Alderman in her essay "'Man and Wife Is One Flesh':   Hamlet and the Confrontation with the Maternal Body" embraces the psychoanalytic tradition of Freud and Lacan in order to reveal the quadruple-angled relationship of the Hamlet monarchy.   Focusing primarily on the relationship between Gertrude and her son, Hamlet, Alderman attempts to recast the drama as a charged portrait of Oedipal disillusionment and Lacanian sexual-abnegation.   Appropriately, sexuality provides the impetus for Alderman's argument; toying with sex roles and the power of sexuality over family dynamics and identity, she craftily reveals Hamlet to be a son's battle for his mother's purity, a covetous attempt to regain a sense of sexual normalcy.   Alderman's casts Gertrude as a type of catch-all, garden-of-Eden, original-sin embodiment, who initiates the fall of the paternal and recreates the maternal "body as an enclosed garden newly breached" (Adelman 263).   Adelman frequently refers to Hamlet Sr. and Claudius as "collapsing" into a single paternal figure; both incite and fall prey to Gertrude's sexuality.   Hamlet functions in Alderman's analysis as the crusader fighting for his mother's "benign maternal presence" (278) and the conqueror repressing his mother's sexual appetite, her "sexualized maternal body" (271).      Ã‚  Ã‚  Ã‚   Adelman's thesis, the quintessence of her study, seems to inhabit these lines:    Hamlet thus redefines the son's positions between two father's by relocating it in  Ã‚   relation to an indiscriminately sexual maternal body that threatens to annihilate the  Ã‚   distinction between the fathers and hence problematizes the son's paternal  Ã‚  Ã‚   identification;   [and] . . . conflat[ing] the beloved wit... ...Gertrude, as does the incestuous Claudius; thus, Hamlet places his identity with his mother.   Ultimately, Hamlet seeks not to avenge the death of his father, but to save his mother from her own destructive sexuality, and by extension his own self-destruction.   Of course, Adelman prescribes an existential reason to Hamlet's need to rescue his mother; Hamlet needs to "recover the fantasized presence of the asexual mother of childhood" (277).   Hamlet needs to separate his mother from all sexuality in order to reap the stability of her selfhood for his own.   After refusing to sleep with Claudius, Gertrude restores herself in her son's eyes to the status of "an internal good mother" (279).   Hamlet, now, by "trusting her, can begin to trust in himself and in his own capacity for   action; he can rebuild the masculine identity spoiled by her contamination" (279).

Early Childhood Education Compare & Contrast Paper Essay

As early childhood educators we all have our own philosophies and approaches to education. There are several types of early childhood programs. Each program has its own philosophies, methods, and program goals. Every early childhood educator is unique making each early childhood program experience special. Consistently, early childhood programs offer educational foundations that prepare young students for their educational futures. In this paper I will focus on comparing and contrasting two programs that stood out to me, Ridgeline Montessori and the Whitaker Head Start. When examining early childhood programs there are many similarities and differences across the board. After observing both programs, I noticed that both schools have benefited from tailoring the services and programs provided to their communities. It helps early childhood programs become more effective at reaching their students. These two programs focus on providing services to two different communities of families, however, they both have the same goals in preparing students for formal schooling. The environment of each of these two programs differs in many ways. Due to the different methods, curriculum, level of family involvement, resources, funding, and teacher’s available programs can differ in structure. Some programs are built on models based upon psychological theories and principals, while others are more focused on students’ interests and individual needs. Ridgeline Montessori school is a free public charter school that is offered to any students in the community, through a lottery system. Students who don’t initially get in are placed on a wait list in the order in which they applied. Head Start on the other hand is a national federally funded program, in which enrollment is based on family income. Head Start also has a wait list and there are many families who have to wait to get into the program. The difference in program eligibility creates a difference in the types of families and children that enter these programs. Most students enrolled at Ridgeline come from middle class families, where they do not have to worry about their basic needs being met. This allows these students families to be more involved helping channel their energy and attention towards learning. Head Start children, on the other hand, usually come from low-income families, in which meeting their basic needs can be an everyday challenge. The differences in these two home environments play an intricate role in the set up and implementation of each program. The Head Start program focuses not only on educating young children, but also making sure that they’re socially, emotionally, and physically healthy. Head Start programs provide families with services that ensure students are receiving adequate nutrition, proper care, and that there basic needs are being met. Ridgeline Montessori offered free and reduced lunches at one time, however, due to the lack of need for this service, the program was cut. Students’ at Ridgeline seem to have less of a need for services and therefore, more focus is put forth on education and learning. Ridgeline Montessori uses the Montessori method, which was developed by Maria Montessori. The Montessori method views children as being unique individuals in which each child has their own interests and learning potential. The classroom and materials are prepared in advance, with manipulatives set up all around the classroom. At first glance the classroom looked similar to the classrooms I previously observed, however, with further examination I noticed many differences. One of the most noticeable differences I detected upon walking into the Montessori classroom was the noise level. The classroom seemed rather quiet considering the number of students. The layout of the classroom is much different. Instead of having several different designated centers the whole classroom is a center for exploration and learning. Materials and manipulatives are spread along the outside walls of the classroom and children are free to choose which type of materials they would like to work with during independent work time. You do not notice any individual desks and chairs set up in the classroom, rather a few tables and chairs grouped together. The furniture is all child size and you do not see any adult sized furniture throughout the classroom. Students spend most of their time working on the floor where they have their own individual carpets. They put them down to outline their personal workspace. Instead of there being various toys and games spread through out the classroom, there are specific sensory materials and manipulatives that are self correcting and purposeful to student’s learning. On the walls students’ work fill spaces throughout the classroom, similar to the walls of a Head Start classroom. Montessori classrooms are made up of mixed grades and ages, something that is not typical of traditional classrooms. The Head Start program I visited uses a more traditional comprehensive method. Students are all close to the same age. Since the program is federally funded there is much emphasis put on performance standards and teaching objectives. The classrooms at Head Start are a center based classroom with different areas for pretend play, math manipulatives, language/ reading/ writing area/ art exploration, blocks and large motor, water play, sand table etc. There is a group area for circle time activities and line time. The classroom time normally starts out with calendar work or story time. Children then tell the teacher what center or â€Å"key experience† they will start on and they choose work. Students are free to move from center to center as they choose as long as they stay somewhat involved in something and are not bothering others. Students don’t have to go to any center they are not interested in although a teacher may suggest an interesting activity to a child who has stuck to the blocks for a few days. Classrooms tend to be lively with a hum of activity. Materials are often brightly colored and made to imitate real life materials. There are specific skills and concepts that each center is aimed to teach students. Throughout the classroom there are individual desks and chairs for students to sit at or large cooperative tables to work at. Students also have a specific spot on the large rug where story time and group time takes place. In the Head Start classroom the teacher’s role is well defined, the teacher is responsible for implementing and directing the classroom activities. Head Start teachers are required to have at least a two-year degree and must complete a certain amount of educational training hours. Teachers’ are also expected to complete home visits, where they visit their student’s homes. Teachers direct the classroom activities and dictate what materials will be covered throughout the day; however, students do have periods of time where they get to decide what they want to work on. Student’s interests shape the Montessori teachers’ role in the classroom. Teachers are expected to allow the individual interests of the students to shape the activities of the day. The teacher is responsible for preparing the classroom environment that is educationally interesting and safe. The teacher acts as a guide, initially introducing a new concept to a student. Then the teacher will observe and analyze as the student works with the new concept, until mastering it. Montessori teachers go through special training to become a certified Montessori teacher. Teachers are required to maintain regular communications with the parents and guardians of students. Teachers are also expected to keep good documentation of the students’ growth and progress. Both Head Start and Ridgeline strive to develop a high level of family and community involvement. Head Start requires home visits and parenting classes for some families. The program is set up, to not only help the child get on track and ready for formal schooling, but also help the parents and guardians be prepared for the process as well. Ridgeline requires that parents and guardians volunteer or help out in the classroom at least 40 hours a year. Both programs put great emphasis on family involvement. Since Ridgeline is a Montessori school the curriculum is already set up. It is shaped by a sequence of three broad phases. These phases include: exercises for practical life, sensory education and language activities. The rate at which the students move through the areas of curriculum is directly related to the student’s mastery of each sequenced level. There is also a great importance put on learning through the senses and all materials and manipulatives are meant to be aesthetically appealing. The Montessori method uses five basic principles as the foundation for the program: respect for the child, auto-corrections, prepared environments, sensitive periods, and absorbent mind. These five principles are the guides for all Montessori programs. The Head Start curriculum is quit different from the Montessori curriculum. Head Start uses a traditional high/scope curriculum which is emergent, meaning it is not planned in advance. In the same way that student’s interests shape the Montessori curriculum, students’ help to determine the curriculum in a Head Start program. Plan-do-review is the teaching-learning cycle that is implemented throughout Head Start programs. In the Plan-do-review teachers and students plan out what they are going to do, do it, and then review the outcome with the classroom community. Since Head Start is federally funded the curriculum must meet national and state standards. The Whitaker Head Start I observed used routine and structure to help guide students throughout the curriculum and the day. The predictability of the day’s routine help student’s to know what is next in the day. Montessori schools work off a philosophy of respect for student’s abilities and interests. The main idea is to allow children to explore, grow and develop at their own pace. Head Start works off of a philosophy which promotes equality in social and emotional growth. The main idea is to provide students and families with the tools and resources to help prepare young children for formal schooling. Both programs are critical and beneficial to the students and families they serve.

A Story by Li-Young Lee Poem AP Lang Prompt

The poem â€Å"A Story† written be Li- Young Lee conveys the complex father and son relationship showing their connection through literary devices while the son is trying to get his father to tell another story. This poem is written in third person narrative by an ominous voice telling the fathers thought process. The narrator begins the poem saying, â€Å"Sad is the man who is asked for a story and can’t come up with one. † This intro not only gives us a foreshadowing look onto the poem, but tells us the emotions the father feels given to us by the all knowing narrator.He tells us the dad is sad that he can’t think of a new story which shows us that he just want to please his son and in turn portraying love. The structure in this poem gives us a feeling of the old man’s desperation to dig up another story first portraying his uncomfort, â€Å"The man rubs his chin, scratches his ear. † His anxiousness escalates, â€Å"soon, he thinks, the b oy will give up on his father. † You see his attitude further rise when he says, â€Å"he sees the day this boy will go. Don’t go!†Finally you see his desperation reach a high when he says, â€Å"Are you a god, the man screams, that I sit mute before you? † The poem made you feel the desperation of the father through the structure because you could feel him getting more and more frustrated. This frustration in him not being able to satisfy his sons want for a new story gives us a picture of the love the father has for his child. A parent just wants to make their child happy and his anger when he cannot accomplish this show us that he has genuine love for the son.In the concluding paragraph the poet makes a comparison saying, â€Å"It is an emotional rather than logical equation, an earthly rather than heavenly one, which posits that a boy’s supplications and a father’s love add up to silence. † The contrast of the emotional and logical equations and the earthly and heavenly equations show us that this is not such a big deal after all. It is all in the fathers emotions. His love for his child is so great that he does not want to see him go.He is haunted by the day he thinks his son will leave him and he does not want to let his son down because he thinks that will make his son leave. This fear of letting his son down is preventing him from thinking of a new story. That is why the equation at the end is the sons request plus the father’s love equals silence. This relationship shown through the use of literary devices is a natural one showing the parents undying love for the child.

The cost of not applying this people-oriented philosophy is that workers become unmotivated, and dissatisfied which leads to low productivity and quality and high absenteeism and turnover rates. The average turnover rate in the building service industry is more than 100 percent. This means that if you have a crew of 10, you will have to hire more than 10 new people over the course of a year just to maintain your crew. You will spend a lot of time filling in for the employees who quit, adjusting work schedules, training replacements and answering a thousand questions from people who don’t have the authority or the knowledge to make decisions on their own. High turnover in the industry is even more significant for another reason: It means that we aren’t doing our job well as supervisors and managers. All levels of management must know how to work with people. Compensation and the work itself are factors, but management certainly shares responsibility when a worker quits. Study after study shows that workers can be motivated to work hard if they are involved, given responsibility and recognized. Job enrichment is one way to accomplish this. The Case For Job Enrichment Most employees are trying to reach the economic level at which their basic needs for food, shelter, health care, job security and the like will be fulfilled. Usually less fulfilled but equally important, are the employee’s intangible needs for knowledge, achievement and general self-satisfaction. These higher-level needs can be fulfilled only through work that is personally significant or meaningful to the employee. Meaningful work not only improves the motivation of employees and serves their human needs, but also increases their productivity and the overall effectiveness of the organization. 10 Meaningful work: ⠝‹ Involves employees in the identification and solution of problems that affect them and the organization. ⠝‹ Provides employees with the feeling – not the pretense – that they are personally contributing to the organization. ⠝‹ Provides employees with the opportunity to do the work they do best. If employees are performing meaningful work, they are highly involved in solving work problems that touch them personally and they share in the planning, organizing and controlling of what they do. With this comes increased understanding, achievement and stimulation, which combine to boost motivation and the organization’s effectiveness. One of the most effective ways to make work more meaningful is through vertical job loading or job enrichment. It goes a long way toward ensuring that the job satisfies people’s higher level needs and that employees are motivated to greater performance. Job enrichment can reduce turnover and give supervisors more time for work that cannot be easily delegated. Taking the time to build in motivators can result in increased job satisfaction and much smoother operations for your company. The argument for job enrichment can be summed up quite simply: If you have people on the job, use them. If you can’t use them on the job, let them go. If you can’t use them and you can’t let them go, you will have a motivation problem. Principles Of Job Enrichment Job enrichment is essentially a structured system of increasing employee responsibility and authority through effective, welldirected delegation. However, it is important to remember that only responsibility and authority can be delegated; accountability cannot. With that in mind, let’s look at the five principles of job enrichment. Principle 1: Remove controls. The first principle of job enrichment is to remove some controls while still retaining accountability. Obviously, this can’t be done with employees who have just started on the job. If it is, they’ll be overwhelmed and confused, and the results will be disastrous— for them and for their supervisors. But it can and should be done when the employee is ready for it. Example 3. A lead person with a particular knack for training is made an on-the-job trainer. Example. When a cleaner has completed an initial training period, the supervisor checks on his work less often, perhaps weekly instead of nightly. Vertical Versus Horizontal Loading In this example, the employee has achieved a certain level of expertise. That achievement is recognized, not just with words, but also with actions. The fact that some controls are being removed demonstrates confidence in the employee. It increases the employee’s responsibility and control over his or her own work, and that improves motivation. Principle 2: Assign a complete natural unit of work. The second principle of job enrichment is to assign employees a complete project—a complete natural unit of work—whenever possible. Doing this increases their sense of accomplishment. They can see the results of their own work more clearly. It increases their accountability for that work and fosters pride in a job well done. Example. A cleaning team is given complete responsibility for everything within their area. Of course, the employees must see these as positive changes, and be interested in making them. Assigning new or specialized tasks recognizes some special ability in an individual employee, and it provides an opportunity for growth and advancement. One warning: It is important to distinguish between vertical job loading and horizontal job loading. Job enrichment involves vertical loading, or increasing the importance of the job upward. Horizontal loading merely increases the amount of work required without providing for growth and more responsibility. Here are some examples of horizontal job loading: ⠝‹ Rotating the assignments of a number of jobs that need to be enriched. This means general office cleaning for a while, then restrooms, then trash removal, etc. ⠝‹ Removing the most difficult parts of the assignment in order to free the worker to accomplish more of the less challenging assignments. ⠝‹ Challenging employees by increasing the amount of production expected. If the employee cleans 4,000 feet a night, see if he or she can clean 5,000. Principle 3: Give employees additional authority. The third principle of job enrichment is to give employees additional authority and freedom. Whenever possible, people should be given the authority to make decisions about their own work. Example. An experienced work crew is given responsibility for inspecting their own work. Obviously, the additional authority has to be realistic and consistent with the person’s job, and the person has to be ready for it. This is different from just piling on more work. It is giving the person some new authority and responsibility because he or she has demonstrated competence in other areas. This gives people recognition and a sense of achievement, and that again improves their motivation. Principle 4: Make reports directly available. The fourth principle of job enrichment is to make periodic reports available directly to employees rather than just to their supervisors. Example. Inspection reports are given directly to the crew responsible for cleaning the area. Again, this lets employees know that they are important. It gives them recognition, keeps them informed, and gives them direct feedback on their performance. Principle 5: Assign new or specialized tasks. The last principle of job enrichment is to assign people new or specialized tasks, enabling them to become experts. Example 1. A general cleaner is trained to become a floor machine operator. Example 2. An employee is given responsibility for quality control for an entire account or series of accounts. They actually reduce the employee’s personal contribution rather than providing an opportunity for growth within the job. In confusing horizontal for vertical loading, supervisors and managers often merely enlarge a job’s meaninglessness instead of enriching it. Developing A Job Enrichment Program Whether or not you apply these job enrichment principles depends on you and the people who work for you. While nearly everyone needs recognition and a sense of accomplishment, not all employees want more challenging work, additional responsibility, and a chance for advancement. Some workers may be meeting their higher level needs off the job, they may have other needs entirely, or they may simply lack the ability. Other employees, though, will have the potential and desire for more. They may need to be coached because of fear or a sense of inadequacy or they may need to be prodded because of a lack of ambition. But they should be encouraged to take advantage of opportunities, if they have the potential to better themselves and the company. For those employees who have the potential and the drive to move up, managers and supervisors have a responsibility to provide opportunities for further training and advancement. According to Steve Garcia, CBSE, of SMI Facility Services of Albuquerque, New Mexico, job enrichment begins when the employee is hired. The employee needs to feel that his or her employment is not a dead-end job. It should be explained to him or her that the goal of the company is to train, develop and promote employees.   And, notes Garcia, it is important that the company follows through with this process. â€Å"In most cases, company training involves learning only how to clean, which is fine, in the beginning, but I think shortly thereafter it should go a step further by teaching employees how to inspect, how to interact with customers and how to train new employees.† â€Å"Imagine telling your cleaner that you will be stopping by tonight to review an inspection report he has filled out himself,† he continues,â€Å"I think you will find in most cases the facility will meet or exceed the expectations of the company and the customer. Your employee will also feel his role with the company is more than just a janitor. He will realize he plays a key role in the entire process.† In addition, Garcia believes job enrichment allows a company to have a pool of well-qualified, loyal employees, which can move into higher positions within the company. Approach these jobs with the positive attitude that they can be changed even though years of tradition may have led managers and supervisors to believe that the content of the jobs is unchangeable. Get Employee Input Once the jobs are selected, the next step is direct participation by the employees whose jobs are to be enriched. Get a group of workers together to develop a list of changes that may enrich these jobs. They will be a valuable source of ideas and their participation will help ensure the success of any changes. Do not be concerned about the practicality of their suggestions at this time. Just generate a list without getting sidetracked into discussions about how they could be implemented. Once the list is complete, you and the group should screen the list to eliminate suggestions that involve dissatisfiers rather than actual motivation. (You may want to implement changes that eliminate dissatisfiers as well, but right now your focus should be on job motivators.) You should also screen the list to eliminate any horizontal loading suggestions. Be sure suggestions are specific and concrete. Generalities, such as â€Å"Give us more responsibility,† are very difficult to implement and are virtually meaningless. You want things you can carry out and measure or observe in some way. For example:The work team will inspect their own work nightly and the supervisor will inspect weekly. This actually gives the team more responsibility but in a specific, defined way that can be implemented and observed for its effectiveness. Use direct participation by the employees whose jobs are to be enriched. They will be a valuable source of ideas and their participation will help ensure the success of any changes. Implement The Program Once the job enrichment program begins, there may initially be a drop in performance. This is because changeover to a new job or way of doing things can lead to a temporary reduction in efficiency. But don’t lose faith! If the above steps are taken and the principles of vertical job enrichment followed, your employees will be motivated to achieve the growth and self-fulfillment they need and want. Clearly, job enrichment takes some work. It has to be built into a job. That takes some time and effort at the beginning but like good training, it will pay off with more motivated employees who are willing to work hard and capable of working independently. Ultimately that means improved motivation and job satisfaction.
